In March of 1989, a group of five Russian believers led by Peter Sautov poured over a map of the city of Moscow, witha  population of over 12 million.  They decided to make it their goal to see churches planted throughout the city.  That goal has expanded to include all of Russia.  That meeting was the birth of what is now the Russian Center for Church Multiplication (RCCM).  Later that year, 1989, Tom Conway, then Director of Missions for Perimeter Church, was introduced to Peter and his team by the Campus Crusade for Christ Country Director for Russia.  This introduction was the beginning of Perimeter's partnership with Peter and RCCM.  In the early 1990's the teams focus was on evangelism and training church pastors for evangelism.  the new movement then evolved into a church planting movement by 1994, with the goal to facilitate the indigenous evangelization of Rusia through the planting of healthy churches that have a vision for church multiplication and impact Russia for the Kingdom of God.  Since its formation, RCCM has planted 48 churches throughout western Russia!
 
A Letter from Peter
 
"I am deeply convinced that the spiritual revival of Russia and its place among the community of civilized nations is impossible without a system of moral and ethical values based on the Bible.
 
Without a biblically based system of values, Russia can not consider itself a civilized nation.  Currently, the country is experiencing an explosion of political and commercial corruption and crime.  And at present, both the political and economical reforms are ineffective.  Russia's ability to combat these issues and effective positive change is eroding away quickly.
 
Besides the national crisis, Russia has not risen to demonstrate a moral society.  This lack of commitment will continue to present a threat to the global community.  In other civilized nations each moral society flourished as a result of a spiritual reformation.  Russia, on the other hand, has never experienced this transformation.
 
I am convinced that the church is the instrument that our Lord can use to conduct a spiritual reformation of our society.  The role of the evangelical church in this transformation is to tlead and infuse the society with a biblically based world view.
 
In today's society only a spiritually healthy church is capapble of completing this task.  RCCM recognizes the significance of this and is ready today to participate in building and multiplying models of the Spiritually Healthy Church."
